NIH Announces New Address for Centralized Receipt of Progress Reports Due on/after October 1, 2004
As NIH continues towards its goal of end-to-end electronic research administration, business practices are being revised to improve efficiency and service to the grantee community. This Notice updates Notice OD-04-054 published July 23, 2004. As stated in that Notice, effective with non-competing progress reports due on/after October 1, 2004, NIH is centralizing receipt and initial processing of all NIH non-competing progress reports.
The new centralized mailing address for all NIH Institutes/Centers (IC) is now:

INTELLECTUAL PROPERTY AND TECHNOLOGY TRANSFER
The Office of Research Services (ORS) at the Medical Center implements University policies and procedures relevant to intellectual property and technology transfer activities of faculty in the Stritch School of Medicine. ORS facilitates the development of the Medical school’s technologies by providing licensing and development opportunities in the public sector.
NEW F & A RATES (Indirect Costs)
Effective date: 07/01/04-06/30/08
On-campus F&A Rate: 48.5%.
Off-campus F&A Rate: 26%.
New Agreement Date: November 17, 2004.
Effective immediately, please use the new applicable F&A rate(s) for all federal and/or nonfederal grant applications that will be submitted to external funding agencies.

CHANGE IN NIH SALARY CAP
Effective January 1, 2005, the Executive Level I salary level increased to $180,100.
All new & competing renewal grant proposals, which include faculty salary, submitted for the February 1st deadline and after, should use the new cap.
NIH Announces Plans to Eliminate Mailing of Paper Notifications: Summary Statements & Peer Review Outcome Letters
The NIH continues towards its goal of a paperless notification grants process by eliminating paper mailings of the following notifications: Summary Statements and Peer Review Outcome Letters. Instead, investigators are instructed to use the eRA Commons, a Web interface where NIH and the applicant organizations are able to conduct extramural research administration business electronically. See the September 8, 2005 NIH Guide Notice for additional information.

NIH eRA: Electronic Receipt of Grant Applications
Months of diligent work behind the scenes are going to culminate in a big day for the National Institutes of Health on Dec. 1, 2005, when all 2,500 Small Business Innovation Research/ Small Business Technology Transfer (SBIR/STTR) grant applications will be required to come in electronically via Grants.gov. This milestone will mark the beginning of a momentous change in the way NIH has traditionally received grant applications - one by one, all competing grant mechanisms will gradually transition from being received on paper to being received electronically. NIH has projected a timeline that is aggressive by any standard but, we believe, rooted in reality. The goal is for all NIH competing grant applications to be submitted electronically by May 2007.

IRB ASSURANCE NUMBER
The Institutional Review Board has received its new Federal Wide Assurance Number (FWA00009471), effective December 13, 2005 thru December 13, 2008 from the Office of Human Research Protections, U.S. Department of Health and Human Services. The new assurance number replaces the old Multiple Project Assurance Number(M-1387).
NIH Financial Policy for Grant Awards – FY 2006
The NIH appropriation for FY 2006 includes an across-the-board reduction to non-emergency, discretionary programs, which has a direct impact on NIH's budget. The NIH share of this adjustment is approximately $286 million. NIH has established the following financial polices consistent with this appropriation.
Non-competing awards for every RPG will be awarded at a level of 97.65% of the amount indicated for the FY2006 budget period in the Notice of Grant Award for the previous budget year. The amounts indicated for future budget periods will also be adjusted by the same factor.
Non-competing awards previously issued in FY 2006 at reduced levels up to 80% of the amount previously indicated (See: NOT-OD-06-014 http://grants.nih.gov/grants/guide/notice-files/NOT-OD-06-014.html) will be revised to provide a restoration of funds to the 97.65% level. Amounts indicated for future budget periods will be adjusted as well.
The amounts provided for competing RPGs will be managed to an average award amount equal to FY 2005 levels. FY 2006 policy includes the provision of a 3% escalation factor in the amounts indicated for future years on competing RPG awards which are not based on modular applications.

eRA Commons Verifications of Electronically Submitted Applications
The original process for electronic submission -of grant applications required that both the Signing Official (SO) and the Project Director/Principal Investigator (PD/PI) access the electronic grant application in the eRA Commons , check it for completeness, and verify it via a form checkbox. This verification served as the electronic signature for the application and completed the electronic submission process.
